Issues with the Bypass
UDOT has five proposed options for the bypass. I have issues with all of them.
UDOT needs to completely exhaust all possible solutions available (without building a bypass) by improving and expanding the two already-existing primary transportation corridors. They have not done so.
Here are few reasons that we have traffic congestion:
Bottlenecks on US40.
Inadequate left and right turn lanes on Heber City’s Main St.
No dedicated left turn lights on Heber City’s Main St.
No additional travel lanes (north of 900 n. and south of 1200 s). Adding the much-needed extra lanes on US40 from the I-80 interchange though Heber Valley to Heber and south of Heber to Daniel would be an improvement.
High school traffic is bottlenecked in and around the school at crucial times.
All UDOTs options for the bypass have multiple intersections, interchanges, traffic lights and overpasses. UDOT has also stated that all their intersections and interchanges will require overhead lighting. They also have stated that they can not direct truck traffic off of US40 as it is a federal highway. Much of the traffic on Main will remain. I do not believe that the federal government will give up this section of the federal highway.
In addition,
UDOT has planned for a very large interchange connecting River Road, the proposed bypass and US40, with an overpass, traffic light and overhead street lighting. The runoff of salt, oils, fuels and traveler’s trash will greatly impact the Provo River.
have issues with the southern interchange as it winds its way from US40 and 1500 South to Daniel Rd, through 189 and onto 1300 S before going west to the bypass intersection. This route will affect the new Turner Mill/Sequoia housing, Burton Lumber and its newly constructed neighbor to the East. It will affect 64 trailer homes, and the neighborhood just west of Walmart.
I feel pushing traffic off Main Street onto other parts of Heber City is irresponsible and ultimately will cause additional annexation and further development to the west. It affects far too many families and businesses.
One push for this project comes from a small group of people that are trying to make Heber City’s downtown walkable (Main St). We should look at east / west streets off Main St. as walkable options.
UDOT stated that the width of the bypass easement will now be a 250’ fence to fence easement. A 250’ wide highway running parallel to US40 encroaching into the North Fields is NOT appropriate.
We can come up with solid solutions and alternatives that do not include destroying the open space, agriculture and environmental easements and working agricultural farms in the North Fields.
